Board of Directors
IHI's Board of Directors takes an active leadership role in IHI programs and projects. Board meetings are held monthly, and committees meet to discuss special tasks. Several of the board members have many years of tenure on the IHI Board, which provides continuity, institutional wisdom, and a strong sense of service to the organization.

  • Joseph Hughes, President
    Joe Hughes is a native Oregonian, born in Astoria and raised in Portland. He is a graduate of Beaverton High School and Portland State University with a degree in Social Science. In 1981 he founded Joseph Hughes Construction, a highly rated and award winning Commercial General Contracting firm. Joe has been in construction since his college days and has contributed his decades of expertise to IHI's Board since 2004.
  • Jan Yocom, Treasurer/Secretary
    Jan Yocom is a founding board member of IHI and a former board member and chair of the Housing Authority of Portland. Board member since 1984.
  • Mike Whitmarsh
    Mike Whitmarsh is a real estate broker and investor with more than 40 years of experience in investment real estate. Mike also taught courses on investment real estate at Portland Community College for 20 years and has served on IHI's board for decades. IHI renamed one of its downtown properties, Morrison Park, the Whitmarsh Building in honor of Mike's many years of service to the organization. Board member since 1990.
  • Larry Byers
    Larry Byers was formerly a principal of Byers & Hurlburt, P.C. Prior to becoming a CPA, Larry earned his MBA and was a real estate broker and active real estate salesman. He is also an owner and operator of several apartment complexes and runs his own property management company. Board member since 1997.
  • Darcy Vincent
    Darcy Vincent is the President of DDV Consulting Services, an asset and property management consulting business. She has many years of diverse experience in multifamily, commercial, and mixed-use property management, most recently as Vice President for Multifamily Housing at Norris, Beggs & Simpson. Prior to that, Darcy worked at Guardian Management, College Housing Northwest, Homestead Capital, Princeton Property Management, Columbia Housing Corporation, and Pacific Union Property Services. Board member since 2005.
  • Ebony Amato
    Ebony is an entrepreneur and is the former Public Affairs Liaison for Finance and Transmission at the Bonneville Power Administration. Ebony has also worked at Coast Property Management, Homestead Capital, and Wells Fargo Bank and has extensive experience in the multifamily and affordable housing industry. In addition to her housing experience, Ebony has served as an adjunct professor at Warner Pacific College, teaching Business Management, Management Theory, Accounting, and Finance. Ebony holds a BA in Information Systems, an MBA in Organizational Management, and a PhD in Executive Management. Board member since 2013.
  • Rick Fern├índez
    Rick is an attorney and a founder of Bowles Fernández Law LLC. He has previously worked as Vice President and Director of Acquisitions at Homestead Capital and Vice President of U.S. Bancorp Community Development Corporation in Portland, among other positions. His volunteer service includes board membership for the Housing Authority of Portland. Board member since 2013.
  • Shawn Morgan
    Shawn has been practicing law since 2007 and currently runs his own legal practice specializing in real estate transactional and construction law. Prior to opening his own firm in Portland, Shawn worked in the District Attorney's office in Las Vegas. He also has experience working for and with various political campaigns. Board member since 2017.
  • Riad Sahli
    Riad is a Senior Underwriter for Enterprise Housing Credit Investments, the housing investment arm of Enterprise Community Partners, a national non-profit leader in affordable housing advocacy and policy advancement. His role at Enterprise involves financial structuring, investment analysis, and closing transactions across several states. In previous roles, Riad developed affordable housing throughout Oregon for REACH Community Development and Guardian Real Estate Services and has over 15 years of experience in the affordable housing industry. Board member since 2018.
