Garden Park Estates is a 4-acre site in Southeast Portland with 117 affordable studios, one, two, and three-bedroom affordable homes. Originally built in 1978, IHI completely redeveloped the property between 2023-2026, remodeling many existing two-bedroom townhouse units and constructing new buildings to add additional unit types. All apartments are now energy efficient and updated with amenities that include on-site laundry, a large community room, and playground areas.

Unit Composition:
92 units for households earning up to 60% of area median income (LIHTC)
25 units for households earning up to 30% of area median income (LIHTC), of which 25 units are allocated to Permanent Supportive Housing (PSH) for people transitioning out of houselessness who need ongoing support.

Garden Park is located in the Powellhurst-Gilbert neighborhood. Amenities near the site include multiple transit lines, bike lanes, and easy access to major services, including groceries. The nearby Powell Butte Nature Preserve offers over 8 miles of hiking/biking trails.
Garden Park offers three laundry facilities in different sections of the property, plus washer and dryer in the larger units. It also provides an outdoor community space, new playground equipment, and several single-level units to accommodate residents with restricted mobility. 25 homes are set aside as Permanent Supportive Housing and there is a large indoor community room with kitchen adjacent to several office spaces for Resident Services staff.
