DEVELOPMENT SCOPE

Redevelopment of an existing affordable housing property; constructing 83 new units and retaining and rehabilitating 34 existing units.

PROJECT OVERVIEW

Garden Park Estates will be transformed from a dated 63-unit garden-style apartment community comprised of only 2 bedroom units into a bright and modern 117-unit affordable housing complex with a broader mix of unit types – 1, 2, and 3 Bedroom units. The entire site has been modernized with better site lighting, security equipment, site amenities (new playground, more laundry facilities, more indoor and outdoor community gathering spaces). All rehabilitated units will receive the same fixtures and system upgrades as new construction units, including air conditioning and energy efficient appliances to enhance resident comfort as well as offset rising utility costs. IHI is also ensuring residents who lived onsite prior to the project start will enjoy new or renovated units without seeing large increases in their rent.

The project concept takes advantage of site’s ample acreage to improve the housing density in order to provide more affordable units in an area of Portland where they are desperately needed. Roughly half the existing buildings previously existing at the site were demolished in 2024 in order to construct 7 new 3-story garden style apartment buildings. Further, 34 existing units were fully renovating with finishes and systems that match the new construction units.

The Garden Park Estates project will also set aside 25 units for Permanent Supportive Housing, with funding from Oregon Housing and Community Services that will enable IHI to staff the property with in-house housing stability and peer support service specialists.
