Unit Composition:

  • 89 units for households earning up to 60% of area median income (LIHTC)

  • 30 units for households earning up to 30% of area median income (LIHTC), of which 12 units are allocated to Permanent Supportive Housing (PSH) for people transitioning out of houselessness who need ongoing support

129 Total Apartments

In December 2021, IHI broke ground on the historic renovation of a National Register Landmark building and new construction of two additional buildings that created 128 affordable apartments (plus one manager's unit) on a 3.1-acre campus in Portland’s Laurelhurst and Kerns neighborhoods.

Completed in Spring 2024, the development includes one, two, three, and four-bedroom apartments, all reserved for households earning 30% to 60% of the area median income (AMI). Twelve of the units are designated as Permanent Supportive Housing for families transitioning out of homelessness, providing long-term stability and support.

This transformative project combines historic preservation with new construction to expand access to affordable housing in a high-opportunity neighborhood, surrounded by green space, transit access, and community amenities.
